They should declare the north fork highway from the forest boundary to the gate a scenic byway. Give it a cool name like the Roosevelt scenic byway or something. Since teddy roosevelt said it was one of the most beautiful drives.

The North Fork highway is , in fact , an official scenic byway already. From the forest boundary to the East Gate is the Buffalo Bill Scenic Byway proper, designated during the US Forest Service centennial back in 1991.

Teddy Roosevelt never laid eyes on the Wapiti Valley , ever. The closest he came was the west bank of the Yellowstone River near the outlet of Yellowstone Lake during his two week visit in 1903. That TR ever said the Wapiti Valley route was the most scenic 50 miles in America is a myth. Buffalo Bill was a serial namedropper and may have been the source of that myth. He and Teddy got along until a dam got between them.
