Work on 12th Street hill will remove potholes, upgrade storm sewer

The 12th Street hill will be closed for 4-6 weeks starting March 31.
The asphalt road surface will be replaced with concrete and an existing storm sewer will be upgraded.
“The road wasn't constructed for the amount of truck traffic that is driving on it,” city Public Works Director Steve Payne said.
That combined with summer heat has led to “pushing” of the asphalt, creating potholes, washboarding and a rough surface.
Payne is aware the closure will be an inconvenience to many Canyon Meadows Subdivision residents, but says the new, smooth, more durable road will be worth it.
City streets typically have 3-6 inches of asphalt. The 12th Street hill currently has 0-3 inches, but once the project is complete it will have 7 inches of steel rebar reinforced concrete.
In past years city street crews have ground down bumps and filled in potholes.
Grinding was not a permanent solution, but just a way to keep the street smooth until funding was available to resurface it, which happened last year, Payne said.
The $391,400 project is funded by the State Loan and Investment Board and city funds. It was originally budgeted at $243,780 to be covered by SLIB funds, but increasing construction costs boosted the final price. To make up the gap, two smaller low priority projects (one on 11th Street and the other a small paving project) that had been budgeted for this year were pushed back to next year, Payne said.
In addition the city is saving money on the project by doing much of the work itself and by recycling. City crews will remove existing asphalt, install new storm sewer and prepare the road base.
“We're reusing the ground up asphalt on the job,” said Bob Kress, streets and vehicle maintenance supervisor. “That gives us a little cost savings and keeps the material out of the landfill.”
The concrete work will be bid.
“There aren't many municipalities that do concrete work,” Payne said.
Engineering Associates designed the project, which includes a new sidewalk and retaining wall along the street's south side, but it will not be built this year.
“It made sense to do the engineering in advance,” Payne said. “We're going to budget to do the retaining wall and sidewalk next year.”
Estimated cost of the sidewalk and retaining wall is $122,800.
