E. Sheridan widening will start in March

Reconstruction of several blocks of East Sheridan Avenue probably will start in about two weeks.

The $2 million project will take about four months to complete. It will involve resurfacing and widening East Sheridan from 19th Street to the base of the hill below 29th Street, installing curb, gutter and sidewalk and conduit to place utilities underground. There also will be conduit for electric lines, but those lines will remain above ground until funds are available to relocate them.

A center turn lane will be added at certain intersections, such as Blackburn Street.

The street will remain open to traffic during construction.

A $1.7 million bid from Harris Trucking of Cody for the project was approved Tuesday night by the city council.

Engineering Associates estimated the cost at $1.8 million. Cost of engineering for the project is about $285,000.

“This is going to make a huge improvement to that whole corridor,” Public Works Director Steve Payne told the council.

Three other bids were received: Riemann Corp. of Cheyenne, $2 million; Rice Kilroy of Dubois, $2.4 million; and Wilson Construction Co. of Cowley, $1.9 million.

“Harris' bid is less than what we estimated for construction,” Payne said. “They're sticking by their bid and are capable of doing the project.”

One of the most noticeable improvements to the street will be replacing storm water ditches with underground pipe, Payne said.

That portion of the project will be complete by April 15, when Cody Canal releases irrigation water.

A water syphon that crosses the street will also be replaced, Payne said.

“There are several people who use Cody Canal so we want to make sure they have water,” Payne added.

The project is being funded equally by the city and State Loan Investment Board.

During construction the southern one-third of the Mentock Park parking lot will be used by Harris as a staging area. There will be no other impacts to the park, Payne said.

The second phase of reconstruction of East Sheridan Avenue, on top of the hill from 29th Street to 35th Street, is expected to start in 2010. The final phase from 35th Street to Beacon Hill Road has not been scheduled. The total estimate for the second and third phases is $4 million.
